The “More than Housing” Summer Workshop, open to the participation of students and young architects from the international community and taking place between the 13th and 21st of July 2024, will constitute another moment of reflection.
A group of 135 students in 9 international multidisciplinary teams of 2 tutors each will work on an exploratory design exercise, in contact with residents and other local actors, on 3 exemplary interventions of Portuguese city-building architecture resulting from post-revolution initiatives of April 25th right to housing, enshrined in the Portuguese Constitution of 1975.
The locations under study will be the SAAL “Casal das Figueiras” neighbourhood in Setúbal, a project by Gonçalo Byrne, (1975-1979); the “Quinta da Malagueira” social housing in Évora, a project by Álvaro Siza (1977-1997) and the “Lameiras” social housing block in Famalicão, a project by Noé Diniz (1978-1983). The Workshops will be held in the intervention territories and at the Faculty of Architecture of Porto in partnership with local institutions.
In 1974 the SAAL brigades’ coordinators were around 40 years old at the time, like Álvaro Siza or Gonçalo Byrne, and an important part of the Technical Brigade was made up of young students, just over 20 years old. Today’s students and young architects involved in the Call for Ideas | APRIL 2074 and More than Houses Summer Workshops will have a more active participation in democratic life, sharing the results of their research with society through the More Than Housing | APRIL 2074 Show to open in October 2024 in MUDE/Lisbon.

QUINTA DA MALAGUEIRA SOCIAL HOUSING
ÁLVARO SIZA
ÉVORA | 1977-1997
‘Quinta da Malagueira’ social housing in Évora (1977-1997), Álvaro Siza
The Quinta da Malagueira is a residential district of Évora, a city of Roman foundation on the south interior of Portugal. Malagueira occupies 27 hectares of undulating terrain to the west of the medieval city walls. The study of the Malagueira neighbourhood was commissioned to Álvaro Siza in May 1977 by the Évora City Council considering his participation in the SAAL process in the city of Porto. The preliminary plan was completed in November of that same year. The established program provided for 1200 homes. 407 for local cooperatives, 100 for the local residents’ association, 300 to be built by the Housing Development Fund (FFH) a central government agency, and 300 to be built by the private sector. The acceptance by cooperatives of the proposed schemes and the ongoing debates made the participation of a significant part of future users effective. The plan comprehended a diversity of infra structures and public facilities. The site organized by two perpendicular axes, east-west and north-south direction structure the distribution of one single face plot of 11 by 8 metres. The east-west axis crosses the watercourse that runs through the site diagonally from northeast to southwest. The other axis accompanies the watercourse and connects to the near highway. The two L-shape house types were developed with a patio in the front or the back of the plot. The dwellings can evolve from one to five bedrooms. The supply of water, energy, and other infra structures are carried by elevated concrete block ducts providing covered protection over the primary pedestrian ways. The pre-existing urban structure of the Santa Maria neighbourhood contributed to the creation of the project, which was divided into a number of housing groups and neighbourhoods, with different angles, culminating in the public spaces designed to articulate these different directions. Some of the public buildings and facilities (gardens, shops, covered market square, church, school, restaurant, and hotel) are not completed regardless of the long-time spam of the construction process. Álvaro Siza was born in the city of Matosinhos in 1933. From 1949-1955 he studied Architecture at Arts School of Porto.
Álvaro Siza is the most reward Portuguese architect, nationally and internationally and his work is major influence on contemporary architecture.
LAMEIRAS SOCIAL HOUSING
NOÉ DINIZ
FAMALICÃO | 1978-1982
Lameiras Social Housing in Famalicão (1978-1982), Noé Diniz
The Lameiras Housing Complex occupies a block on the eastern edge of the urban core of Vila Nova de Famalicão, and consists of 290 homes. The name Lameiras comes from the the old “Quinta das Lameiras”, where it was built. A half abandoned space, very humid, where the Talvai stream flowed, today channeled to the Pelhe River. The beginning of its construction dates back to 1978, a period in which investment in social housing was promoted by the Housing Development Fund (FFH), created in 1969 with the aim of directly promoting social housing for rent to disadvantaged population. Designed by Noé Diniz (Famalicão, 1937- ), the building, composed of six parts interconnected by vertical accesses, forms a rectangle about 300 by 50 meters, creating a generous space inside designed to be used as a collective patio. Since its opening, in 1983, around 1600 people live there, in a total of 320 families, spread across 290 homes composed of 30 studios, 80 two bedroom, 120 three bedroom(duplex) and 60 four bedroom (duplex). Also part of the project are 30 commercial stores and the social facilities of the Lameiras Residents’ Association The existing design planned to build autonomous blocks, with adjacent green areas, as well as spaces reserved for offices and commerce. The prefabricated construction system chosen, led to the exploration of highly systematized schemes which, of course, had an inevitable impact on the entire design of the project, both at the level of the cell and at the level of the whole. At the same time, the possibility of a global approach made it possible to tackle the problem on an urban scale. The two bedroom dwellings are at the top of the complex, symmetrically; the three and four bedroom dwellings are in the longitudinal blocks in a one-and-ahalf-storey duplex solution, with the sleeping areas (half-floor) either above or below the living rooms; and the four bedroom dwellings occupy the top floor of the west block. On the east side are located the social facilities and covered playgrounds, which will be at the level of the inner square, treated as a large collective patio area, equipped with playing fields, playgrounds and green areas. Access to the houses is via galleries that run along the façades surrounding the central square.
CASAL DAS FIGUEIRAS SAAL HOUSING
GONÇALO BYRNE
SETÚBAL | 1975-1979
SAAL “Casal das Figueiras” neighbourhood (1975-1979) in Setúbal, Gonçalo Byrne
After the Revolution had deposed the authoritarian and fascist Estado Novo regime in 1974 in Portugal, Nuno Portas, Architect and Secretary of State for Housing and Urbanism of the newly constitutional government, founded an office to guarantee access to housing with decent living conditions for people living in slums within a program called S.A.A.L. – Serviço Ambulatório de Apoio Local (Local Ambulatory Support Service), a people-powered architectural and community service providing collaborative design. By that time in Setúbal around 1900 people (580 families) were living without sanitation, electric light and drinking water in a clandestine neighborhood called Casal das Figueiras whose inhabitants were mainly fishers and workers of the canning industry. The chosen strategy was to implement a first phase corresponding to 300 houses and a second phase after the slums’ vacancy comprehending the vacant area. However, only the first phase was concluded. The terrain is located in the western fringe of the city of Setúbal in a very rugged area, at the foothills of the Serra da Arrábida with views towards the river Sado’s bay and the Atlantic Ocean. This situation and the strong inclination of the terrain with minimum flat areas determined the overall design for the single-family row houses, with the ancient mills defining a ridge line and the height of the row which seen from the Serra da Arrábida’s point of view resembles a continuous wall. From the side of the river, the rows of houses are set perpendicular to the terrain contour lines in order to optimize the strong inclination of the terrain and to reduce excavations for economic reasons, guaranteeing, at the same time, an independent access to each one of the houses, even in those cases where they are superimposed. There are two different types of lots – square (9,60 m x 9, 60 m) and rectangular (4,80 m x 19,20 m) – and all the different types of houses – from one to five rooms – derive from a common module which guarantees the adaption to the terrain’s inclination as well, and all have an exterior space as the inhabitants wished for, which may vary accordingly to the position of the house inside the lot (albeit always respecting the overall design alignments). The three, four and five bedroom houses function in two levels. Nowadays, all the houses exhibit informal transformations by past and current inhabitants, being the color of the façades one of the most common features among the interventions. Nevertheless, the major principles of its design may still be recognised.
Gonçalo Byrne was born 1941 in Alcobaça. Byrne is responsible for a vast accomplishment of architectural work, and has been awarded with many national and international prizes. Casal das Figueiras housing complex (Saal Operation) Setúbal was his second built work.
